Beyond the scenic beauty, majestic mountains, and stunning coastline belies a humanitarian crisis. Tents and makeshift shelters have sprung up under bridges, in parks and along sidewalks as a grim reminder of a heartbreaking reality for men, women, children and unaccompanied youth.

Rose City Outreach is committed to utilizing the personal experiences and strength of our members to uplift the unhoused with not only hope but the resources needed to navigate and overcome these multifaceted obstacles.


HUMANITARIAN CRISIS OF OUR TIME

The truth is that, despite years of attention and funding to address the issue of homelessness in our community, it still poses a crisis. Across the country, it is estimated that 653,100 people (or 10 out of every 10,000) were experiencing houselessness. EXPERTS AGREE THE NUMBERS ARE PROBABLY AN UNDERCOUNT. Poverty, low wages, a lack of affordable housing options, and high living costs can all contribute to the houseless problem.
Oregon is currently one of the states with the highest rates of homelessness. Almost 90% of low-income households in Oregon pay more than 30% of their income for housing.
Rising rental prices, limited availability of subsidized housing, and inadequate support for low-income individuals all contribute to housing instability.

THE PROBLEM

Understanding Houselessness:

A Path to Renewal

At Rose City Outreach, we recognize that the journey into homelessness is often complex and multifaceted. Our mission is to tackle houselessness through affordable housing initiatives, such as tiny homes, referrals to sober housing, support services for mental health and substance abuse, job training, employment, and childcare. We endorse policies that promote social equality and economic stability.

The Road to Homelessness

Mental Illness and substance abuse can be both a cause and a consquence of homelessness. Estimates state that of individuals living on the street 55-88% have substance abuse or untreated mental health issues, fentanyl being the leading killer of people under the age of 50.

Survivors of domestic violence may become homeless as a result of fleeing abusive situations. Individuals who lack a strong support system, such as family or friends, may be more vulnerable to houselessness. Oregon has the 6th highest homelessness rate among families with children and the highest rate of unaccompanied youth.

Structural factors, such as discrimination, racism and lack of access to healthcare and social services can contribute to homelesness. People of color experience houselessness at a disproportionately higher rate than white poeple.

At Rose City Outreach, we go beyond providing immediate relief. We're dedicated to offering a comprehensive support system designed to help individuals rebuild their lives.

Our focus is on three key pillars:

Shelter and Basic Needs: We provide a safe haven for those in need, offering not just shelter but also access to essential resources like food, clothing, and hygiene facilities. Empowerment through Education and Job Assistance: Rose City Outreach believes in the power of education and employment as catalysts for change. We offer skill-building programs and job placement assistance to empower individuals to regain their independence. Transitional Housing and Long-Term Solutions: We understand that securing stable housing is a crucial step towards lasting change. Our organization works tirelessly to facilitate transitional housing opportunities and collaborate with local partners to create long-term solutions for homelessness.
